Adds new Launch action to the actions list.

HRESULT AddLaunch([in]           BSTR           pFileName,
                  [out, retval]  IPXC_Action**  ppAction);

pFileName: [in] Path to source file.
ppAction: [out, retval] Pointer to IPXC_Action containing the newly created action.

Returns S_OK if the operation was successful, or will return an error code if it fails.
