Gets localized string by specified unique string indentifier.

HRESULT GetLocalStr([in]           BSTR   sStrID,
                    [out, retval]  BSTR*  sLocalStr);

sStrID: [in] Unique string identifier to localize.
sLocalStr: [out, retval] Returns pointer to unicode string that contains the localized text.

Returns S_OK if operation was successful or error code in other cases.
