Gets localized string by specified unique numerical indentifier.

HRESULT GetLocalStr2([in]           LONG   nStrID,
                     [out, retval]  BSTR*  ppLocalStr);

nStrID: [in] Unique numerical identifier.
ppLocalStr: [out, retval] Pointer to BSTR pointer that returns the localized string.

Returns S_OK if operation was successful or error code in other cases.
